HOME-American Rescue Plan or HOME-ARP is a federal grant program created through the American Rescue Plan Act (ARPA) of 2021 to provide over $1.9 trillion in relief to provide homelessness assistance and supportive services to qualifying populations because of the lasting impact of the COVID-19 pandemic. ARPA authorized the U.S. Department of Housing and Urban Development (HUD) to allocate HOME-ARP funds to states, units of general local government, insular areas, and consortia of units of general local government that qualified for an allocation of HOME Investment Partnerships Program (HOME) funds in FY 2021.
As a FY 2021 HOME recipient, the City of Tuscaloosa qualified for $1,719,375.00 in HOME-ARP funds to mitigate the pressing needs of our community.
HOME ARP Qualifying Populations
- Homeless as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act
- At risk of homelessness, as defined in section 401 of McKinney-Vento
- Fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability
- Veterans and families that include a veteran family member that meet the criteria in one of the above
HOME ARP Eligible Activities
HOME-ARP can only be utilized to fund the following activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.
- Development and support of affordable rental housing
- Tenant Based rental assistance (TBRA)
- Provision of Supportive Services
- Acquisition and development of non-congregate shelter units
- Planning and Administration of the HOME ARP program by the City of Tuscaloosa (15% cap)
- Capacity Building for
City of Tuscaloosa’s HOME ARP Allocation Plan
The City of Tuscaloosa must engage in consultation and public participation processes and develop a HOME-ARP Allocation Plan to receive the funds. The Plan will describe how the City of Tuscaloosa intends to distribute HOME-ARP funds, including how it will use these funds to address the needs of HOME-ARP qualifying populations. The City will submit the HOME-ARP Allocation Plan to HUD as a substantial amendment to the FY 2021 Annual Action Plan for HUD review and acceptance.
The City will begin the selection and funding HOME-ARP projects and programs once HUD approves its Allocation Plan.

The City of Tuscaloosa will host two (2) public hearings on Thursday, March 2, 2023. The two-hour public hearings will run from 10:00 am- 12 noon and from 5:00 pm – 7:00 pm. Both hearings will be located at the City of Tuscaloosa Council Chambers at 2201 University Boulevard Tuscaloosa, AL 35401.
HOME ARP PUBLIC COMMENT
The City of Tuscaloosa will open its HOME ARP Program public comment period from February 24, 2023, through March 13, 2023. The public comment period will close at 5:00 pm on March 13, 2023. The City will not accept comments submitted after this date and time.
